What is Lunar Child Insight?
Crescent sighting refers to the process of viewing the appearance of the moon to determine the start of important months in Islam.
The Ruling Council in its 92nd Meeting which took place on 15 and 16 March 1972 reached an agreement that the determination of the start date for Fasting, Hari Raya Puasa (Aidilfitri) and Hari Raya Haji (Aidiladha) must be implemented uniformly throughout Malaysia.
Prior to 1972, determining these dates was under the jurisdiction of individual state governments. Observations of the moon to determine the start of fasting at the national level were first carried out on 29 Shaaban 1392 to coincide with 7 October 1972 in Teluk Kemang, Port Dickson, Negeri Sembilan.
Since then, the official declaration of the start of Lent, Hari Raya Puasa, and Hari Raya Haji has been made by the Keeper of the Great Seal of the Kings through radio and television broadcasts after obtaining approval from His Majesty the Yang di-Pertuan Agong and His Majesty the Kings.
Determination Method
The method for determining the start of Ramadan, Eid al-Fitr and Aidiladha in Malaysia is based on Rukyah (moon appearance) and Hisab (astronomy calculations).
Observations were carried out at 29 official locations throughout the country, with reports from observation officers including observation times and weather conditions before official determinations were made.
Procedures for Announcement of Fasting and Eid Dates
The method for announcing Lent and Eid dates is carried out through coordination between the Office of the Keeper of the Great Seal of Kings, JAKIM (Falak Division) and RTM.
Preparations are made so that the observation and announcement process runs smoothly without interruption, including from the aspect of providing electricity and telecommunications.
The announcement is recorded first with two conditions, namely whether or not the crescent moon (29 or 30 days) is visible.
Reports from all observation centers are compiled and submitted to His Majesty the Yang di-Pertuan Agong for approval.
Once approved, the Custodian of the Great Seal of Kings will direct RTM to make an official announcement, usually before 8pm via an RTM newscast.

In Malaysia, determining the beginning of the Hijri month is based on rukyah and calculations using the Imkanur-rukyah criteria. These methods are related to each other in determining the beginning of the Hijriah month in Malaysia. If the calculation on the 29th of each Hijri month fulfills the Imkanur-Rukyah requirements, then the next day is the beginning of the new month. On the other hand, if you do not meet the Imkanur-Rukyah requirements, then one month will be 30 days.
There is no difference between the Hijri month and the lunar month and basically the Hijri calendar is based on the circulation of the moon. There are 12 calendar months in a year, namely Muharram, Safar, Rabiulawal, Rabiulakhir, Jamadilawal, Jamadilakhir, Rajab, Syaaban, Ramadhan, Shawwal, Zulkaedah and Zulhijjah. The number of days in each lunar month is 29 or 30 days depending on when the ijtima occurs and the presence/appearance of the new moon at the end of the lunar month on the 29th of each Hijriah according to certain conditions.
A new day in the Hijri calendar begins at maghrib (sunset) on the day the crescent moon is visible.
The basis for determining the start of Ramadan and Shawwal from a sharia perspective refers to the instructions that Allah SWT and the great leader Prophet Muhammad SAW have explained to us, namely the Al-Qur’an and Sunnah.
I. Evidence of the Koran.
Surah al-Baqarah verse 185 which means:
“(The obligatory time for fasting is) the month of Ramadan in which the Qur’an was revealed, as a guide for all mankind and as a proof explaining this guidance, as well as (explaining) the difference between what is true and what is false. Therefore, whoever among you witnesses the first month of Ramadan (or knows about it), then he should fast…”.
I. Evidence of the hadith of the Prophet SAW.
It means:
From Abi Hurairah ra narrated that the Prophet SAW said; “You fast because you see the new moon, and you break your fast (celebration) because you see the new moon. If the new moon is covered by clouds from your sight, then the month (thirty days) will be fulfilled.”

Official observations are usually carried out to determine the start of the months of Ramadan, Shawwal and Zulhijjah. However, observations on other moons are still carried out for research purposes and reviewing crescent moon appearance data.
Determining the start of the months of Ramadhan, Shawwal and Zulhijjah in Malaysia is based on the crescent moon visibility criteria or known as Imkanur-rukyah. The Imkanur-rukyah (visibility) criterion is the determination of the beginning of the new moon, when the position of the crescent moon at sunset is in conditions that allow it to appear and the crescent moon is considered visible if the count meets one of the following conditions:
a) At sunset, the height of the crescent moon above the horizon is not less than 2° and the arc distance (moon-sun) is not less than 3°.
OR
b) When the moon sets, the age of the new moon is not less than 8 hours (after the ijtima takes place).
However, the actual start dates for Ramadhan (Fasting), Syawal (Feast of Fasting) and Zulhijjah (Feast of Sacrifice) are based on information from the Keeper of the Grand Seal of the Kings of Malaysia after receiving reports of all observations made on the date of sighting of the new moon (29th) of the previous month.
I. The determination of Eid al-Fitr in Malaysia and Saudi Arabia is not the same because the determination method used is different and the details are as follows:
a) Malaysia: Rukyah and its calculation using the Imkanur-rukyah criteria, namely using calculations to determine the visibility of the crescent moon.
b) Saudi Arabia: Only uses the Rukyah method (seeing the crescent moon).
I. There is a big difference between Malaysia and Saudi Arabia. The time difference between the two countries is five hours. Therefore, if the crescent moon is visible in Saudi Arabia, the position of the crescent moon is 1.25° higher in Matla’ Malaysia.
