About SME-UP Assistance

The SME-UP Assistance Program is one of the initiatives to empower small and medium industries (SMEs) in Sabah.

The main aim of this assistance is to build entrepreneurial capacity, resilience and competitiveness through grant assistance.

With the help of this grant, SME entrepreneurs in the State of Sabah can develop their businesses.

Application Date

The application date for this assistance program is open until May 16 2026 (Saturday).

Help Category

Categories of assistance that can be applied for are as follows:

  • Machinery and Equipment
  • Packaging and Labeling
  • Retort Machine
  • Halal certification
  • Trademark Registration

Type of business

The types of businesses that are feasible to implement are as follows:

  • All SME companies operating in the MANUFACTURING sector which includes packaged food, non-food and handicraft products.
  • Requests for assistance in purchasing raw materials and working capital will not be considered.
  • This assistance does not yet cover the tourism categories, hawkers, farmers, fishermen and livestock breeders.
  • Applications from professional and contractor categories will not be considered.

Application Terms

Requirements for applying for this grant assistance are based on category:

i- Machinery and Equipment

  • Have a valid Business License from the Regional Government.
  • Has been in operation for at least six (6) months.
  • Not receiving assistance in the same category within 3 (three) years.
  • Do not receive assistance with machines & equipment from other agencies.
  • Malaysian citizen and domiciled in Sabah.
  • Micro, Small and Simple Companies (PMKS) from the Manufacturing sector.
  • Operating in a legal place of business (Factory/ Commercial Building/ House-Shop/ Workshop-House/ House) in Sabah.
  • Submit the latest reports for three (3) months:
    – Company bank account
    – Private bank account
  • Have appropriate utility space and facilities for the use of machinery and equipment.
  • Obtain three (3) offers from a Panel of certified SME-UP Support Providers via the DIDR SME-UP Portal before submitting an application.
  • Incomplete applications will not be processed.
  • Must be registered with the Department of Industrial Development and Research via the DIDR UKM-UP Portal

ii- Packaging and Labeling

  • Have a valid Business License from the Regional Government.
  • Has been in operation for at least six (6) months.
  • Not receiving assistance in the same category within 3 (three) years.
  • Do not receive packaging assistance from other agencies.
  • Malaysian citizen and domiciled in Sabah.
  • Micro, Small and Simple Companies (PMKS) from the manufacturing sector.
  • Operating in a legal place of business (Factory/ Commercial Building/ House-Shop/ Workshop-House/ Home) in Sabah.
  • Submit the latest reports for three (3) months:
    – Company bank account
    – Private bank account
  • Incomplete applications will not be processed.
  • Must be registered with the Department of Industrial Development and Research via the DIDR UKM-UP Portal

iii- Retort Machine

  • Have a valid Business License from the Regional Government.
  • Has been operating for at least 2 (two) years or more.
  • Not receiving assistance in the same category within 3 (three) years.
  • Do not receive retort machine assistance from other agencies.
  • Malaysian citizen and domiciled in Sabah.
  • Micro, Small and Simple Companies (PMKS) from the manufacturing sector which have domestic and export marketing potential.
  • Operating in a legal place of business (Factory or Commercial Building) in Sabah.
  • Submit the latest company bank account statements for three (3) months.
  • Have space and utility facilities suitable for the use of retort machines.
  • Have food and beverage products available on the market and ready to be commercialized.
  • Comply with the Occupational Safety and Health Act 1994 as well as all Safety and Health Regulations (Factories requiring Competency Certificates) 2024.
  • Incomplete applications will not be processed.
  • Must be registered with the Department of Industrial Development and Research via the DIDR UKM-UP Portal

iv- Halal Certification

  • Have a valid Business License from the Regional Government.
  • Has been in operation for at least six (6) months.
  • Not receiving assistance in the same category within 3 (three) years.
  • Do not receive Halal certification assistance from other agencies.
  • Malaysian citizen and domiciled in Sabah.
  • Micro, Small and Simple Companies (PMKS) from the manufacturing sector.
  • Operating in a business premises (Factory/ Commercial Building/ House-Shop/ Workshop-House/ Home) applicable in Sabah.
  • Submit the latest company bank account statements for three (3) months.
  • Create and produce only halal products and meet established standards.
  • Requirements of Muslim workers:
    Micro and small industry – Must have at least 1 (one) Malaysian Muslim permanent employee working in the processing area.
    Big and simple industry – Must have a minimum of 2 (two) permanent Malaysian Muslim employees working in the processing area.
  • Existing buildings do not require major renovations, except for minor (minor) renovations that are required to meet standards, all costs are borne by the entrepreneur himself.
  • Incomplete applications will not be processed.
  • Must be registered with the Department of Industrial Development and Research via the DIDR UKM-UP Portal

v- Trademark Registration

  • Have a valid Business License from the Regional Government.
  • Has been in operation for at least six (6) months.
  • Do not receive assistance for Trademark Registration from other agencies.
  • Malaysian citizen and domiciled in Sabah.
  • Micro, Small and Simple Companies (PMKS) from the manufacturing sector.
  • Operating in a business premises (Factory/ Commercial Building/ House-Shop/ Workshop-House/ Home) applicable in Sabah.
  • Have a sketch of an existing product logo.
  • Incomplete applications will not be processed.
  • Must be registered with the Department of Industrial Development and Research (DIDR) via the DIDR SME-UP Portal
