Introduction of SOCSO 24/7 Protection Scheme

The 24/7 Protection Scheme is a social protection scheme introduced by SOCSO to provide protection to formal sector workers in Malaysia at all times, namely 24 hours a day, seven days a week, regardless of time, place or circumstances of the incident.

Through this amendment:

✅ Accident protection is no longer tied to working hours.

✅ More than 9.6 million active contributors receive benefits.

✅ Resolved more than 12,306 claims that were previously rejected because they occurred outside working hours.

✅ SOCSO protection is strengthened by health, disability, dependents, permanent service allowance, funeral arrangements, rehabilitation & education.

In short, this scheme covers protection against accidents and injuries that occur outside of work, while on holiday, at home, in public places, or while conducting personal business, not just at work.

Types of Illnesses & Injuries Covered

The 24/7 Protection Scheme protects employees from various illnesses and injuries that occur outside the workplace, including disability and death due to other causes not related to work. Among the types of illnesses and injuries covered are:​

  • Permanent disability or disability that causes employees to be unable to work as usual.​​
  • Death due to any cause outside the workplace, including illness, accident, or other causes.​​
  • Chronic diseases such as kidney disease that require blood dialysis (hemodialysis, CAPD), as well as related treatments such as arteriovenous fistula surgery and the help of immunosuppressant drugs.
  • Injuries resulting from accidents outside the workplace, whether at home, in public places or on daily trips.​​

The scheme also provides physical rehabilitation such as physiotherapy, occupational therapy, reconstructive surgery, as well as the provision of prosthetics, orthotics and assistive devices such as wheelchairs, crutches, hearing aids and special shoes.

All types of disabilities and diseases that cause disability or death are covered by this scheme, provided that the employee meets the contribution eligibility criteria and doctor’s approval.​​

How to Make a Claim

Currently specific guidance for making a 24 hour Protection Scheme claim has not been published in detail.

However, the claims process will likely be very similar to existing SOCSO benefits claims, with differences in accident criteria (not limited to work accidents only).

The basic steps for a claim are as follows:

1. Report an accident or incident

  • Immediately notify the employer and seek treatment at a clinic/hospital; keep all medical reports and sick leave certificates.​
  • For accident cases, usually there must be a police report and a sketch map if it involves an accident on the road (for example going to/from work or leaving work).​

2. Fill in the relevant claim form

  • SOCSO now uses standard forms and notices such as Form 34 (Accident Report), death notice, or disability notice, depending on the type of benefit being claimed.​​
  • The form can be downloaded from the PERKESO benefits portal or filled in online via the claims portal (for example the extended benefits protection portal for applications without having to come to the office).​

3. Prepare supporting documents

  • Photocopy of Identity Card, pay slip, health report, sick leave certificate, police report (if any), and other proof of incident requested in the form guide.​​
  • For heir claims (death), you need to include a death certificate and documents proving the relationship such as a marriage certificate or child’s birth certificate.​​

4. Submit a claim to SOCSO

  • Claims can be submitted at the nearest SOCSO office counter, or via the online portal provided for benefit applications.​​
  • Save the application reference number for future status checks and appeals.​​

5. Review, approval and payment

  • SOCSO will check the eligibility of the contribution, confirm the facts of the incident and medical reports before deciding on the appropriate type and rate of interest to be paid.​​
  • Interest payments are usually credited directly to the recipient’s bank account upon approval, just like other SOCSO interest schemes.​​
