TNB ToU Scheme – Purpose, Peak Times, Terms & How to Apply

Domestic and non-domestic low voltage customers, including micro businesses who have smart meter installations, can now subscribe to the Time-Of-Use (ToU) scheme.

This implementation was launched following reforms to the national tariff structure which also maintained protection for the B40 group.

In this article we will share with you more about TNB ToU Scheme and how to apply.

What is the Time of Use (ToU) Tariff Scheme?

ToU is a scheme that empowers consumers to control electricity bills and usage so they can enjoy lower tariffs during off-peak hours.

The ToU scheme gives consumers more choices to manage daily electricity consumption.

This allows users to enjoy different tariff rates at different times of the day.

For example, rates during Off-Peak are lower than during Peak.

So, users who use high energy during the off-peak period i.e. between 22.00 to 14.00 can choose to join this scheme to enjoy lower tariffs.

At the same time, off-peak rates are also extended to Saturdays and Sundays. This is different from the previous structure which charged a uniform daily rate.

This scheme also provides users with the opportunity to plan electricity usage according to a certain period of time.

In other words, consumers can now schedule high energy usage activities such as laundry, cooking, or small business operations during off-peak hours to enjoy lower rates.

This scheme is extended to all starting users July 1, 2025.

Benefits of the ToU Scheme

By enrolling in this scheme, consumers can reduce their monthly electricity bills when using energy during off-peak hours.

Users must log in to the Bahan Nasional Berhad website and submit an application online or manually via TNB Kedai Bahan.

Conditions for Implementing the ToU Scheme

Time of Use (ToU) schemes require prior subscription. This is an optional scheme and will not be enabled automatically. To subscribe to the ToU, you must meet the following conditions:

  1. Your premise has been installed with a Smart Meter or Current Transformer (CT)/Remote Meter Reading (RMR) meter
  2. Starting July 1 2025, Domestic and Non-Domestic Low Voltage customers can apply for the ToU scheme via the myTNB portal

To enjoy savings outside peak hours, you need to register first at the nearest Kedai Panggang.

*Exception: For existing customers with ToU Tariffs C2, E2, F2, H2, C4, & E3, the transition to the new ToU scheme will be carried out automatically.

How to Register for the ToU Scheme

There are several ways to apply:

  1. Send application to email [email protected]
  2. Go to the Energy Store
  3. Registration can also be done online on the myTNB portal from now on August 1, 2025.

Customers are advised to monitor monthly usage patterns before signing up for the ToU scheme.

How to Exchange to ToU Tariff Via myTNB

Here’s how to switch to Time-of-Use (ToU) Tariffs via the myTNB app:

1. Click the “Time of Use (ToU)” icon
Log in to the application My TNBthen on the main page select the icon Usage Time (marked as new feature).

2. Select an account for rate exchange
Select the electricity account you want to use to apply for changes to the ToU scheme, then press “Continue”.

3. Click “Get Started” on the next page
Read the information regarding the Time of Use Scheme (ToU), including an explanation of the speed and duration of the process, then press the button “from” to continue.

4. Check the details and press “Send”
Make sure all personal and account information is accurate, select a contact method, agree to the terms and conditions, then press “Send”.

5. Application has been successfully sent
A confirmation screen will be displayed simultaneously application reference number. Applications will be reviewed by TNB.

6. Check application status
You can press the button “Check Status” in the myTNB app to check the progress of the application over time.

Important Information to Know

  • This ToU exchange feature is only open to registered account holders.
  • For customers who already have a smart meter and are activated, tariff changes will be processed within 5 working days.
  • For customers who do not have a smart meter or the meter has not been activated, the entire process including installation and activation of the meter can take up to 2 months.

1. What is meant by Time of Use (ToU) Scheme?

The Time of Use (ToU) scheme is a scheme that gives customers the freedom to change their electricity consumption patterns and take advantage of lower tariffs during Off-Peak Hours to enjoy savings on their monthly bills.
Electricity rates are higher during peak hours due to high demand, while lower rates are charged during off-peak hours to encourage use when demand is low.

2. When are the expected peak and off-peak times?

The ToU scheme has 2 time zones (Peak Time and Off-Peak Time):

1. Monday to Friday:
Peak Time: 14.00 to 22.00
Off-Peak Hours: 22:00 to 14:00

2. Saturday, Sunday and National Holidays*:
Off-Peak Time is all day (24 hours)

*Note: National Holidays are the following 15 days:

1. New Year
2. First day of Chinese New Year
3. Second day of Chinese New Year
4. First day of Hari Raya Aidilfitri
5. Second day of Hari Raya Aidilfitri
6. Labor Day

3. Why should I consider a ToU scheme?

The ToU scheme offers different tariff rates according to the time of electricity consumption, namely lower during off-peak hours and higher during peak hours. This tariff benefits customers who use less electricity during peak hours, while some customers may find the General tariff more beneficial.

Just like switching mobile plans, switching to a ToU scheme involves updating the terms of the electricity supply contract. This is to ensure customers really understand how the ToU scheme works and agree to the new tariff rates that apply.

Therefore, customers need to update the tariff contract change form if they wish to switch from the General Tariff to the ToU Tariff – even if the smart meter has been activated on site.

4. If I am already a ToU customer, do I need to switch to a new ToU?

1. For existing customers with C2, E2, F2, H2, C4 and E3 ToU Tariffs, changes to the new ToU Scheme will be made automatically.

2. Skim reading Increased Usage Time (E-ToU), Off Peak Fare Riders (OPTR) and Sunday Rate Rider (STR) is disconnected and existing customers will be charged ToU rates based on voltage level.

5. What are the criteria for making a conversion to a ToU Tariff?

All registered TNB customers are eligible to switch to the ToU Tariff.

6. Can home tenants choose their own ToU Scheme?

Yes, house renters can choose the ToU Scheme If they are registered account holders for electricity billing accounts.

If the electricity account is registered in the name of the homeowner, then the tenant is advised to discuss with the account holder first to assess whether the ToU Scheme is suitable for the location.

Both parties can discuss and decide the next step whether to change the rate in the name of the registered account holder, or change the account name registration first to the lessee’s name before changing the rate in the name of the new account holder.

7. How do customers convert from General Tariff to ToU Tariff?

Registered customers can change the tariff contract to a ToU Tariff via the following path:

8. What documents are required for the purpose of conversion to a ToU Tariff?

The following documents must be provided by customers for ToU Tariff conversion purposes:
I. Electricity Tariff Contract Exchange Form (Only for submission via email and Kedai Energi)

Use:
Registered Customers need to select the Bill Sending Option via Email and the Tariff Change Application Type by writing the Tariff ToU.

I. Copy of Registered Customer Identification Document/Company or Organization Representative (Resident/Police Identification Card/Military Card or Passport)
I, I, I. Photocopy of Company/Organization Registration Certificate (if any)
iv. Power of Attorney/Confirmation of Application for Company/Organization (if any)

9. Are customers charged for conversion to ToU Tariff?

Yes. Customers will be charged a Stamp duty of RM10 which will be displayed on the following month’s bill for supply contract purposes under the new tariff scheme.

Service Tax of 8% will be charged on the bill if the number of billing days is less than 28 days for each tariff change. This also includes changes to the ToU as the new rates will take effect immediately upon completion of the necessary processes.

10. After tariff changes are made, when will the Tariff ToU take effect?

– Scheme implementation Usage Time (ToU) requires the installation of an activated smart meter at the customer’s location.
– For customers who have activated smart meters, tariff contract changes will be processed within five (5) working days.
– For customers who do not have a smart meter or the meter has not been activated, the entire process including installation and meter activation can take up to 2 months.

Use: This time period depends on the availability of telecommunications networks at the location.

11. Can customers switch back to the General Tariff after switching to the ToU Tariff?

Yes. After converting to the ToU Tariff, customers can switch back to the General Tariff. However, customers are advised to wait at least 1 month after the billing cycle to see savings with the ToU Tariff. A stamp duty of RM10 will be charged for conversion purposes back to General Rate
