The Department of the Accountant General of Malaysia (JANM) has issued the Accountant General of Malaysia Circular Number 5 of 2025 which sets out the official salary schedule for 2026 for all civil servants under the Federal Government.
This circular, issued on October 21 2025, informs the fixed date for payment of monthly salaries (salaries) in 2026 as well as management rules to ensure all salary payments are made accurately and regularly.
Objectives of Circular Letter (SPANM) Number 5 of 2025
The main objectives of issuing this circular letter are:
- Inform the monthly salary payment date in 2026; And
- Determine the rules for managing honorarium payments so that salaries can be paid on time according to the schedule set by JANM.
2026 Civil Servant Salary Payment Schedule
Based on Appendix 1 of the Accountant General of Malaysia Circular Letter Number 5 of 2025, the following are the official salaries for 2026 for civil servants throughout Malaysia:

The salary date each month is usually earlier when it is close to major holiday celebrations such as Chinese New Year, Hari Raya Aidilfitri, Hari Raya Haji, Deepavali and Christmas.
Special Aidilfitri Assistance for Civil Servants in 2026
Prime Minister YAB announced Aidilfitri Special Financial Assistance announced in his 2026 Budget Speech.
This shows the government’s high appreciation for the contributions of public officials, even though Phase 2 salary adjustments have additional financial implications of RM18 billion.
This initiative not only helps ease the burden ahead of the festival, but also injects new motivation and enthusiasm into all public service officers to continue to serve more efficiently, with integrity and dedication.
This special Aidilfitri assistance will be paid in that month February 2026.


2026 Salaries for Daily Wage Workers and MySTEP
Apart from permanent civil servants, this circular also explains that:
- Daily wage workers will receive payment no later than the seventh working day of the following month, and can be paid earlier if a holiday is approaching.
- MySTEP (Short Term Employment Program) personnel are paid based on the applicable MySTEP Service Procurement Guidelines.

This 2026 Salary Circular effective from October 21, 2025 and applies to:
- All Federal Ministries and Departments,
- State and Federal Legal Entities as well
- Regional Government, depending on the agreement of each party.
2026 Salary Payment Rules & Procedures
To ensure smooth payment of 2026 Salaries, all ministries and departments must comply with the following guidelines:
1. The Role of the Responsibility Center (PTJ)
- Lock entry Salary Change Form (Kew.320 Pin.1/2019) according to the specified date.
- Check incoming data Payroll Master Files and ePayroll Reports to ensure there are no errors in personal information, bank account numbers or EPF/tax deductions.
- Make sure payment is made via Computerized Emolument System (SEB).
2. Role of the Accounting Office
- Set monthly payroll processing dates and ensure all transactions are processed according to schedule.
- In the event of special cases, approval from the Chief Accountant of the Ministry or the State Director of JANM must be obtained first.
3. Responsibilities of Public Officials
Public officials are advised to check their respective bank accounts and ensure there are no payment restrictions due to existing loans or debts with financial institutions.
