Introduction to Special Nursery Seeds @ KEMAS

Tabika Tunas Istimewa @ KEMAS is a special nursery program under the Department of Community Development (KEMAS), Ministry of Rural and Regional Development Malaysia.

Specially created for children aged 4-6 years with special needs, especially those on the autism spectrum (mild autism).

This kindergarten provides inclusive early childhood education with structured interventions to improve communication, social interaction and holistic development of children with autism.

Starting as a pilot project in Melaka in 2025, it is now expanding to the whole country in 2026.

The program was officially launched in 2026 with 19 kindergartens across the state (including 3 in the Federal Territory and 2 in Perak), involving 154 children as of January 2026.

The long-term target is one kindergarten school in each district by 2027.

Teachers are intensively trained according to the Ministry of Education model, including temporary placement in special classes.

Children will be selected through an official Ministry of Health (KKM) examination for mild cases of autism, plus the Department of Social Welfare card requirement.

Despite the wave of digital transformation and spiritual strengthening, KEMAS has never ignored the human side of early childhood education.

The expansion of TABIKA Tunas Istimewa (Autism) reflects KEMAS’ ongoing concern in providing a safe, conducive and empathetic learning environment, especially for families in rural areas who face limited access to special education and therapy.

Registration Requirements

Tabika Tunas Istimewa @KEMAS has stricter registration requirements than ordinary kindergartens because it is specifically for children with special needs such as mild autism.

Focused on Malaysian citizens aged 5-6 years with medical verification.

General Eligibility Requirements

• Malaysian citizen (or one of the citizen’s parents).
• Ages 5-6 years (preference for final year of preschool).
• Official diagnosis of mild autism from the Ministry of Health (KKM) or Department of Social Welfare (JKM) card for children with special needs

KEMAS Autism Nursery Location

There are 𝟏𝟗 𝐛𝐮𝐡 𝐓𝐀𝐁𝐈𝐊𝐀 𝐓𝐮𝐧𝐬 𝐈𝐬𝐭𝐢𝐦𝐞𝐰__, one in each state has started learning sessions in ᐉ 2026, involving more than 150 children who passed special selection.

How to Apply to Special Shoot Nursery

Tabika Tunas Istimewa @ KEMAS can be applied for via the nearest nursery or KEMAS official portal during the registration period.

The process consists of submitting a complete form along with supporting documents, followed by an evaluation by the committee.

Check out the following procedures for registering for Tabika Tunas Istemwa:

1. Get the Form: Download from www.kemas.gov.my or pick up a physical copy at the nearest KEMAS/Tabika Tunas Istimewa Office.
2. Fill in the form: Mention information about the child, parents, and diagnosis of autism (mandatory KKM/JKM diagnosis).
3. Prepare Documents: Birth certificate/MyKid, parents’ MyKad, salary slip, 2 passport photos, health/immunization records, and health report.
4. Submit Application: To the nearest KEMAS Special Tunas Garden before the closing date (example: 30 Nov 2025). The answer is issued within one month.

Cost

Tabika Tunas Istimewa @ KEMAS has affordable monthly fees and is adjusted to household income, similar to regular KEMAS nurseries.

Fees are set based on monthly household income:

RM1,501 – RM2,999	RM10 – RM50
RM3,000 and above	RM51 – RM100

Additional cost

• Registration: Around RM30 (one time only).
• BMT and GPK: Fully subsidized by the government (RM5 million allocated by 2026 for 14+ nurseries, including food and allowances).
• Families who meet the requirements also receive assistance in the form of free uniforms and nutrition.

Parents are encouraged to ask the child care provider directly to find out the costs and additional fees and other costs required.
