SOCSO 24 Hour Protection Contribution Scheme

Starting June 1 2026, the Malaysian government will implement the 24 Hour Protection Scheme (Non-Work Accident Scheme).

This initiative provides 24-hour full protection to more than nine million formal sector workers against all accidents that occur outside working hours, including on general release days and rest days.

Previously, the SOCSO protection scheme only covered accidents related to work or traveling to and from work.

24 Hour Protection Contribution Schedule

When checking the SOCSO contribution table, you will see a breakdown of rates by two main types:

  • First Type (Employees Under 60 Years): Includes deductions for the Disability Scheme, Work Accident Scheme and 24 Hour PROTECTION Scheme.
  • Second Type (Employees 60 Years and Over): Involves deductions only for the Work Accident Scheme and 24 Hour PROTECTION Scheme (no Disability Scheme deductions).

For your information, this salary cut is carried out in stages to avoid sudden financial burdens for employees.

The contribution phase structure is as follows:

  • Phase 1 (Year 1 & 2): 0.75% of the employee’s monthly salary.
  • Phase 2 (Years 3 to 5): 1.00% of the employee’s monthly salary.
  • Phase 3 (Year 6 onwards): 1.25% of the employee’s monthly salary

In contrast to the existing Occupational Disaster Scheme, the contribution of this 24 Hour Protection Scheme (SKBBK) is equal to fully borne by the employee (100% employee share).

But you don’t need to worry because SOCSO has set a monthly salary ceiling of RM6,000 for calculating this contribution.

This means that if your monthly salary exceeds RM6,000 (for example RM8,000), your withholding rate will still be calculated based on the maximum limit of RM6,000 only.

USE:

  • For employees who have more than one formal job, there is no need to pay contributions multiple times.
  • SOCSO stipulates that contributions to the 24 Hour PROTECTION Scheme may only be deducted by One primary employer only.

When will this 24 Hour PROTECTION Scheme officially take effect?

This scheme will take full effect starting June 1 2026. All employers are required to start coordinating payroll systems to make deductions for employee profit sharing starting that month.

Who is entitled to protection under this new scheme?

This scheme covers all formal sector workers in Malaysia who are registered under the Work Accident Scheme (Act 4).

Do I as an employee have to register for the 24 Hour PROTECTION Scheme?

No need. Registration and protection are automatic if you are already an active SOCSO contributor. There are no new registration forms that employees need to fill out.

Does the employer also cover the costs of this 24 Hour Protection Contribution Table deduction?

No. Different from the existing SOCSO contributions, the amount of the 24 Hour Protection Scheme contribution is fully borne (100%) by the employee through monthly salary deductions. The employer’s responsibility is only to deduct and distribute the payment to SOCSO.

My monthly salary exceeds RM8,000. Will my salary deduction be calculated based on the full amount of RM8,000?

No. SOCSO sets a monthly salary ceiling limit of RM6,000 for calculating 24 Hour PROTECTION Scheme contributions. If your basic salary exceeds RM6,000, your monthly deduction value is static and limited to the maximum salary scale level of RM6,000 in the contribution table.

I have two formal jobs (two employers). Will both of my pay slips be deducted for this scheme?

No. For workers who have multiple formal jobs, deductions from 24 Hour PROTECTION Scheme contributions will only be made by one main employer.
