Elderly Care Act: Government Proposes Bill to Protect Elderly

The government intends to introduce the Parent Care Bill (RUU) as a step to protect the welfare of the elderly and strengthen children’s responsibilities towards their parents.

This proposal is considered important considering the increasing cases of neglect of the elderly and Malaysia’s preparations to become an aging country by 2036.

What is the Parenting Act?

The Parenting Act is a proposed new law that aims to strengthen children’s responsibilities towards their parents. This program was introduced to ensure that seniors are not neglected, especially when they need financial support, healthcare and family attention.

The proposed law also takes inspiration from several other countries that already have laws regarding children’s responsibilities towards parents who are weak or unable to care for themselves.

KPWKM was given six months to prepare a proposal

Deputy Prime Minister, Datuk Seri Dr Ahmad Zahid Hamidi said, the Ministry of Women, Family and Community Development (KPWKM) was given the responsibility to prepare the proposal paper for the formation of the bill within six months.

According to him, the proposal needs to be submitted to the Cabinet of Ministers to obtain policy approval before further processing is carried out.

He conveyed this after launching the National Social Policy Action Plan 2026-2030 at the World Trade Center (WTC).

Also present at the ceremony were Minister of Women, Family and Community Development, Datuk Seri Nancy Shukri and Minister of Health, Datuk Seri Dr Dzulkefly Ahmad.

Family Values Must Be Maintained

The government also emphasized that eastern religious and cultural values must continue to be preserved so that responsibility towards parents is not further eroded in modern society.

He said that all religions emphasize the obligation to care for parents, especially when they are elderly and need attention and support from their children.

Apart from that, the government is also taking seriously the problem of many children returning their parents to their parents’ homes without any attention or regular visits.

The proposed Elder Care Law is also made in line with expectations that Malaysia will become an aging nation by 2036. As the number of elderly people increases, challenges related to the care and well-being of this group are also expected to increase.

This situation requires a stronger social support system so that the elderly can live more comfortably and with dignity.

The government wants to ensure that national development is not only focused on economic aspects and physical progress, but also pays attention to the welfare of family and community institutions.

Government Will Review Other Countries’ Approaches

In enacting this law, the government will review the application of similar laws in several other countries before taking the best approach that suits Malaysian society.

The proposed Elder Care Law is seen as an important step to protect the welfare of the elderly in addition to re-establishing the values of respect, compassion and responsibility in the family institution.

PakarPBN

A Private Blog Network (PBN) is a collection of websites that are controlled by a single individual or organization and used primarily to build backlinks to a “money site” in order to influence its ranking in search engines such as Google. The core idea behind a PBN is based on the importance of backlinks in Google’s ranking algorithm. Since Google views backlinks as signals of authority and trust, some website owners attempt to artificially create these signals through a controlled network of sites.

In a typical PBN setup, the owner acquires expired or aged domains that already have existing authority, backlinks, and history. These domains are rebuilt with new content and hosted separately, often using different IP addresses, hosting providers, themes, and ownership details to make them appear unrelated. Within the content published on these sites, links are strategically placed that point to the main website the owner wants to rank higher. By doing this, the owner attempts to pass link equity (also known as “link juice”) from the PBN sites to the target website.

The purpose of a PBN is to give the impression that the target website is naturally earning links from multiple independent sources. If done effectively, this can temporarily improve keyword rankings, increase organic visibility, and drive more traffic from search results.
