New registration for the Darul Ehsan Water Scheme (SADE) application has opened from 29 December 2025 via the link
SADE is a restructuring program to provide free water to the target group of Selangor residents.
Through this program, residents of the State of Selangor who are Malaysian citizens with a household income of RM6,000 and below can get free water bills every month!

What is Darul Ehsan Water Scheme (SADE)?
The Darul Ehsan Water Scheme (SADE) is a restructuring program to provide free water to the target group of residents of the State of Selangor who are Malaysian citizens with a household income of RM6,000 and below.
The aim of the Selangor State Government in implementing this policy is to ease the burden on people’s lives, especially low-income groups due to the current high cost of living and inflation.
This free water provision program is also one of the components of the proposed holistic and integrated restructuring of the water industry in Selangor led by the Kumpulan Darul Ehsan Berhad (KDEB) so that it can provide more effective, efficient services and can reduce the current water tariff rates for the convenience of the people of Selangor.
Eligibility Conditions
- Applicants must be Malaysian citizens and domiciled in the State of Selangor.
- Monthly household income of RM6,000 and below (husband and wife including income of non-citizen, single or single partners).
- Individual meter residence.
- Applicants are only entitled to apply for one account/premise.
- Warning:
Residents of low-cost apartments who receive water supply through bulk meter accounts will continue to receive 20đť‘š3 free water under SADE automatically until 31 December 2029, according to the existing method involving JMB/MC and the Selangor Housing and Real Estate Board (LPHS).

SADE applications can be made online via the KitaSelangor Sepadu Application Portal (AKSES) website at the link
Previously, the People’s Care Initiative Smart System (SSIPR) was temporarily closed starting December 1, 2025 to make room for system improvement work.
This also includes the SADE application which was delayed before being reopened starting December 29 2025 via AKSES.
